Step 1
Combine sugar and baking cocoa in small saucepan. Gradually whisk in 1/4 cup water. Heat over medium-low heat, whisking frequently, until mixture comes to a gentle boil. Stir in remaining water and Coffee mate French Vanilla Flavor Liquid. Heat through.
Step 2
Divide hot chocolate between 4 mugs; top each with 1 tablespoon coffee liqueur and 1 tablespoon hazelnut liqueur. Top with whipped cream.
