Step 1
Combine chocolate chips and sweetened condensed milk in a medium saucepan; cook over medium-low heat, stirring frequently, until the chocolate is completely melted.
Step 2
Transfer to a medium bowl; stir in chili powder, vanilla extract and salt. Cover with plastic wrap; refrigerate for 1 1/2 to 2 hours or until the mixture is firm.
Step 3
Remove mixture from refrigerator. Spread cocoa powder evenly on a small plate. Use a tablespoon to scoop out small balls; roll immediately in cocoa powder.
Step 4
Serve at room temperature or store in the refrigerator for up to 2 days in an airtight container.
