Combine sugar and cinnamon in small bowl; set aside.

Using a 3-inch cookie cutter or drinking glass, cut out 4 circles from each tortilla.

Heat oil in medium skillet. Fry tortillas 4 at a time, turning once, for about 10 to 15 seconds per side or until golden brown. Drain on paper towels. Sprinkle fritters with cinnamon-sugar on both sides.
Step 4
Combine sweetened condensed milk and chocolate in medium, microwave-safe bowl. Microwave on HIGH (100%) power for 1 minute. Stir with wire whisk until smooth.
Step 5
Combine water and coffee granules in small bowl; stir until dissolved. Stir into chocolate mixture along with vanilla extract and salt. Serve buñuelos with hot fudge sauce.
