Step 1
Peel orange rind from orange. Save fruit for another use.
Step 2
Heat water and rice in a medium saucepan over medium heat until boiling. Boil gently for 5 minutes. Reduce heat to medium-low.
Step 3
Stir in orange rind, milk, sweetened condensed milk, pumpkin, cinnamon, cloves and nutmeg.
Step 4
Cook, stirring occasionally, for 35 to 40 minutes. Remove from heat; let cool. Remove orange rind before serving. Serve warm or cold. Sprinkle with additional cinnamon, if desired.
