Step 1
Mix flour, 1/2 can sweetened condensed milk, orange peel and egg until a dough is formed; wrap in plastic wrap and refrigerate for 10 minutes.
Step 2
Mix remaining 1/2 can sweetened condensed milk and mashed sweet potatoes; refrigerate for 10 minutes.
Step 3
Roll out dough on a lightly floured surface; cut into 6-inch squares. Fill with sweet potato mixture. Fold over to close and crimp with a fork to seal the edges.
Step 4
Heat oil in a large skillet. Fry empanadas in hot oil, turning to cook on both sides, until lightly browned. Drain on paper towels. Serve drizzled with sweetened condensed milk.
